FPLA= The Fair Packaging and Labeling Act 公平包装与标签法
UPLR= The Uniform Packaging and Labeling Regulations 统一包装及标签规定
Purpose: help the consumer gain accurate and complete information on packages as to the identity and
quantity of contents so that the consumer can make informed comparison decisions. 帮助消费者在购买时获取

The UPLR were written by the NIST and have been continually revised. It’s included in NIST Handbook 130.
The FPLA is mandatory (16 CFR 500-503), it was enacted in 1967， the FTC(= Federal Trade Commission 联
邦贸易委员会) and FDA (Food and Drug Administration 食品药品监督管理局) were given authority to enforce
the FPLA
