▪ Product categories
◼ First version focused on three categories of toys:
jigsaw puzzles, dolls, and soft and stuffed toys.
◼ The new version cover a wide range of toy
categories.
◼ This guideline is only intended to classify under 3
years or over 3 years
◼ Toy categories for which specific guidelines are
already available are not included in the guideline.
◼ Toy categories which are clearly for children 3
years or older are not included in the guideline.
Introduction
Criteria for the age grade classification-Under 3 years
◼ The psychology of children of under 3 years, particularly
their need to “cuddle”;
◼ Their attraction to objects “which are like them”: baby,
small child, baby animal, etc.;
◼ Their preference to imitate adults and their activities;
◼ Their mental development, particularly their lack of
capacity for abstraction, low level of knowledge, limited
patience, etc.;
◼ Their less developed physical abilities in terms of ease
of movement, manual dexterity, etc. (the toy may be
small and light for the child to handle it easily).
